Sebelius to name second member of state Cabinet

? Gov.-elect Kathleen Sebelius planned today to name a second secretary for her Cabinet.

Speculation among legislators and their aides centered on the top job at the Department of Administration, though Sebelius’ transition team gave few details. She scheduled an 11:45 a.m. Statehouse news conference to announce the appointment.

The only Cabinet member Sebelius has picked is Lt. Gov.-elect John Moore to serve as secretary of commerce and housing. That announcement came during Sebelius’ gubernatorial campaign.

In the past, the administration secretary has become a key adviser to the governor. Gov. Bill Graves’ first appointment for the job in January 1995 was then-Lt. Gov. Sheila Frahm.

Sebelius spokeswoman Nicole Corcoran-Basso declined to say which position Sebelius planned to fill, or who the appointee would be.

“It’s not a current Cabinet member,” Corcoran-Basso said.

Graves, a Republican, leaves office and Sebelius, a Democrat, is inaugurated, on Jan. 13.

The Department of Administration is a relatively small agency, with a total budget of about $26 million and about 900 employees. However, it provides central purchasing and telecommunications services for much of state government and is responsible for the maintenance of state office buildings.

During her campaign, Sebelius suggested the department’s budget could be reduced significantly because it has few dealings with Kansans outside government.

She has appointed six teams to conduct a promised “top to bottom” review of state government, one of which is examining government agencies.
