Edward Horne, Manhattan, and Nancy Collins, Platte City, Mo., announce the engagement of their daughter and stepdaughter, Laura Horne to Robb Popp, both of Richmond, Va.

The future bride is a 1995 graduate of Manhattan High School and earned a Bachelor of Arts degree in English from Kansas University in 2004 and a Masters of Library and Information Science degree from the University of Washington in 2007. She is the social sciences librarian for the University of Richmond.

The future groom is the son of Robert Wayne and Rebecca Popp, Lawrence. He is a 1993 graduate of Lawrence High School. While in Lawrence, he was a member of the Border Band and played the bass guitar and did vocals. He is the foreman of commercial construction for FMS Construction of Richmond.

The couple plan a Sept. 12, 2009, wedding in Richmond.
