Highlights of Tuesday’s activities at the Kansas Legislature:

 State aid to schools would drop $303 per student, and the next legislative session would be shortened under a House panel’s plan for covering the budget gap.

 Some legislators remained concerned about the Kansas Animal Health Department’s ability to dispel rumors or inform the public about foot-and-mouth disease.

 Tim Shallenburger, Republican candidate for governor, told a committee the state can solve budget problems by making government more efficient.
