Lawrence City Commission agenda for July 28 meeting

City commissioners will discuss results from the recently completed Citizen Survey, which measured the opinions of residents on a variety of city goals and projects.

Background

Commissioners received a summary of the results earlier this summer but have not yet had a discussion about them or taken public comment on the findings. The survey found the top three priorities for improvement were: maintenance of streets and utilities, which was included as a top three item by 71 percent of respondents; flow of traffic and congestion, chosen by 58 percent; and quality of police, fire and EMS, chosen by 34 percent.

Consent agenda

  1. Receive minutes from various boards and commissions:

  2. Approve all claims. The list of claims will be posted by the Finance Department on Monday prior to the meeting. If Monday is a holiday, the claims will be posted as soon as possible the next business day.

  3. Approve licenses as recommended by the City Clerk’s Office.

  4. Bid and purchase items:

a) Set a bid date of August 11, 2015 for Project No. PW1337, KDOT ITS Project, 6th Street, Wakarusa Drive & Clinton Parkway.

b) Approve the sole source purchase of two (2) 5500sc Ammonia Monochloramine Analyzers for the Utilities Department, from Hack Company, for the total amount of $45,144.74.

c) Authorize the Interim City Manager to execute Change Order #2 to the construction contract with Banks Construction for Project No. UT1309, 23rd Street Waterline Replacement Project – Phase 1, Alabama to Louisiana increasing the contract amount by $25,380.69.

d) Award the construction contract for Bid No. B1539, Project No. UT1506 – Protective Maintenance Coatings for Pump Station PS5 & Wastewater Treatment Primary Sludge Pump Station, to Performance Contracting Inc. (PCI) in the amount of $82,677 and authorize the Interim City Manager to execute the construction contract.

e) Authorize the Interim City Manager to execute Supplemental Agreement No. 2 in the amount of $722,886 with TREKK Design Group, LLC for Project UT1305 Rapid Inflow and Infiltration Reduction for Phase 3 Services.

f) Accept the proposal submitted by ECOTURF for $85,687 for installation of poured-in-place rubber playground surfacing at East Lawrence Center and in Watson Park.

g) Accept the proposal submitted by Tigris Construction for $79,880 for replacement of the Holcom Park Center Kalwall skylight.

  1. Adopt on second and final reading, Ordinance No. 9121, allowing the sale, possession, and consumption of alcohol on Sunday, August 23, 2015 from 8:00 a.m. to 9:00 p.m. in South Park and on Massachusetts Street between North Park and South Park Street associated with the Kansas State Fiddling and Picking Championship Event.

  2. Approve a Street Event Permit for the closure of Massachusetts Street between North Park Street and South Park Street on Sunday, August 30, 2015, from 7:00 a.m. – 6:00 p.m., for the annual Fall Arts and Crafts Festival.

  3. Approve a Street Event Temporary use of right-of-way permit allowing the closure of George Williams Way, from south of 6th Street to north of Harvard Road, from 12:00 a.m. on Saturday, August 8, 2015 to 11:59 p.m. on Sunday, August 9, 2015 for the Urban Water Slide.

  4. Concur with the recommendation from the Traffic Safety Commission to deny the request to establish No Parking along Stratford Road, west of Crestline Drive (TSC item #2; denied 8-0 on 07/06/15).

  5. Concur with the recommendation from the Traffic Safety Commission to establish No Parking or Standing along both sides of Timberedge Road, from Lakeview Drive, North 1,235 feet, and adopt on first reading, Ordinance No. 9132, establishing No Parking or Standing along both sides of Timberedge Road, from Lakeview Drive, North 1,235 feet (TSC item #3; approved 8-0 on 07/06/15).

  6. Approve a sign permit for mural installation at Aimee’s Café & Coffeehouse, 1025 Massachusetts Street, as recommended by the Lawrence Cultural Arts Commission.

  7. Authorize staff to initiate text amendments in the Sign Code (Chapter V, Article 18 of the City Code) to accommodate corporate sponsorship of public facilities within GPI zoned districts.

  8. Receive Bert Nash Community Mental Health Center 2015 First Quarter Performance Report.

  9. Authorize the Mayor to sign a Subordination Agreement for Susan Christensen, 1232 Laura Avenue.

Regular agenda

  1. Consider the following items related to the East Ninth Project:

a) Consider approving the updated draft East Ninth Work Plan, as recommended by the Citizen Advisory Committee.

b) Consider authorizing the Interim City Manager to execute an agreement with the Lawrence Arts Center regarding the commitment of $50,000 from the Lawrence Arts Center toward the city’s service contract with el dorado, inc. and establishing expectations for handling the agreements with artists regarding the project.

  1. City Auditor will present the Performance Audit: Financial Indicators.

  2. Receive presentation of the 2015 Citizen Survey.
