23rd and Iowa intersection to open by early November, but plans call for other Iowa Street lane closures

The end is in sight for a major construction project that has been delaying traffic at 23rd and Iowa streets. But the beginning of a new project that will constrict Iowa Street motorists may not be far off.

City officials are now estimating that the intersection at 23rd and Iowa streets should be fully open to traffic by Nov. 1. Originally, the project — which has added turn lanes and other improvements — was expected to last until Thanksgiving, but city engineers periodically have been providing updates that the project is ahead of schedule.

On Tuesday, though, city commissioners gave preliminary approval to another Iowa Street project that will limit traffic to one lane in each direction for about three months.

Kansas University officials are planning to begin work on the Irving Hill Road overpass, which runs above Iowa Street between 15th and 19th streets. As part of the project, KU officials are seeking to limit traffic under the bridge to one lane in each direction to create a safer construction site.

KU officials, though, said the lane restrictions can be limited to 9 a.m. to 4 p.m., in an effort to ensure the busy road is fully open during rush-hour traffic. The university also has committed to having the road open during holidays, and KU football and basketball games.

The project — which will widen the bridge and add sidewalks to the structure — won’t begin until the 23rd and Iowa intersection is fully open. The project is expected to last eight to 12 weeks.

Also Tuesday, with two commissioners absent, the commission postponed its vote on a partial closing of the 800 block of New Hampshire Street to accommodate the construction of a new multistory apartment and office building at the northeast corner of Ninth and New Hampshire streets.
