Bottom line

The City Commission will install a new mayor and vice-mayor for one-year terms.

Background

Mayor Mike Dever is scheduled to end his one-year term as mayor, but will stay on the board as a commissioner. Each April, the five-member city commission votes to choose one commissioner to serve as mayor and another to serve as vice-mayor. Mike Amyx, the current vice-mayor, is expected to be chosen as mayor. Commissioner Jeremy Farmer is slated to be chosen as vice-mayor. Commissioners historically have followed a protocol in selecting the two positions. The first place finisher in the most recent citywide election — in this case April of 2013 — is chosen as mayor. That was Amyx. The second-place finisher is chosen as vice-mayor, with the expectation that the vice-mayor will assume the position of mayor the following year. Farmer was the second place finisher in the 2013 elections.

• Proclaim Tuesday, April 1, 2014 as National Service Recognition Day.

• Proclaim the week of April 7 – 13, 2014 as Public Health Week.

• Proclaim the month of April 2014 as Parkinson’s Disease Awareness Month.

• Proclaim the month of April 2014 as Mathematics Awareness Month.

• Proclaim the month of April 2014 as Child Abuse Prevention Month.

• Proclaim the month of April 2014 as Fair Housing Month.

 Consent agenda

• Approve City Commission meeting minutes from March 4.

• Receive minutes from various boards and commissions.

• Approve all claims. The list of approved claims will be posted to the agenda the day after the City Commission meeting.

• Approve licenses as recommended by the City Clerk’s Office.    

• Bid and purchase items:

 a) Set bid date of April 22, 2014, for Project PW1135, Bid No. B1426 – 6th & Iowa Geometric Improvements.  

 b) Set bid date of April 29, 2014, for Bid No. B1421 – Projects UT1210CS Bob Billings Parkway East of K-10 Highway Sanitary Sewer Improvements – Contract 1 and Waterline Improvements – Contract 2.  

 c) Award Bid No. B1415 for Lawrence VenturePark Irrigation – Phase I and II, to the low bidder, Preferred Lawn Service & Landscaping for $58,500 and one year additional maintenance for $1,650.  

 d) Award Bid No. B1416 for Lawrence VenturePark Landscaping – Phase I and II, to the low bidder, Rosehill Gardens, Inc., for $43,930.    

e) Award Bid No. B1411, Project No. PW1402 – 2014 Overlay, Patch, and Microsurfacing Program to Little Joe’s Asphalt, Inc. for $1,347,617.65. Bid Memo & Attachments

 f) Approve purchase of library shelving, book trucks and miscellaneous support pieces for the Lawrence Public library from Scott Rice Office Works of Lenexa, Kan., for a total of $207,921.74, funded from the $18 million library renovation debt issuance.    

 g) Approve renewal of annual phone systems support maintenance agreement with Innovative Service Solutions for $16,601.60.  

• Adopt on second and final reading, the following ordinances:

 a) Ordinance No. 8969, rezoning (Z-13-00519) approximately 3.35 acres from RM12 (Multi-Dwelling Residential) District to RM24 (Multi-Dwelling Residential) District, located at the NE corner of Bob Billings Parkway and K-10/SLT to be known as part of the Langston Commons Subdivision.

 b) Ordinance No. 8840, expanding the rental licensing program to all rental units in the city with certain exceptions noted.  

• Approve Site Plan, SP-13-00357, and sidewalk dining and hospitality license for Limestone Pizza Kitchen Bar located at 814 Massachusetts Street. Submitted by Hernly Associates for Gerling LLC, the property owner of record.    

  1. Approve Special Event, SE-14-00118, for a weekend market by Lawrence Flea Market located on Mount Oread Aerie 309 FOE Inc. property at 1803 W Sixth Street on April 5, 2014. Submitted by Danielle Rittenhouse, Lawrence Flea Market, with permission from Mount Oread Aerie 309 FOE Inc., property owner of record.    

• Concur with the following recommendations of the Traffic Safety Commission: 

 a) Establish No Parking along the south side of Harvard Road, from Centennial Drive, west 100 feet; and adopt on first reading Ordinance No. 8972, establishing the No Parking (TSC item #2; approved 8-0 on 3/3/14).     

b) Establish No Parking 7am-5pm Monday-Friday along the west side of Hilltop Drive between Harvard Road and Oxford Road; and adopt on first reading Ordinance No. 8973, establishing the No Parking (TSC item #3; approved 8-0 on 3/3/14).  

• Authorize staff to advertise Request for Proposals R1405 and establish fee schedule for Private Inflow and Infiltration Abatement Program.  

• Authorize the City Manager to execute the necessary documents to extend the sublease with Lawrence Store No. 203, L.L.C. through July 31, 2014, for the temporary site of the Lawrence Public Library and to extend the lease with 720, L.L.C. for storage for the public library through July 31, 2014.
