25 years ago: Penny leads pack in City Commission primary

From the Lawrence Daily Journal-World for March 1, 1989:

Unofficial results from the previous day’s primary election showed that David Penny had finished ahead of 14 other candidates for the Lawrence City Commission, becoming one of six hopefuls to win a spot on the ballot for the April 4 general election. Penny, who owned and operated Kaw Sand Co., had garnered 3,034 votes in the primary, beating his closest competitor Shirley Martin-Smith by nearly 200 votes. In addition to Penny and Martin-Smith, the others who made the cut were Bob Walters, incumbent Dennis Constance, former Mayor Marci Francisco, and Jeff Arensberg. Figures from Douglas County Clerk Patty Jaimes showed that 8,437 voters, or 29 percent of the city’s registered voters, had cast ballots in the primary.
