25 years ago: Local fire chiefs oppose KTA plan for hazardous materials emergencies

From the Lawrence Daily Journal-World for Dec. 13, 1989:

Lawrence Fire Chief Jim McSwain and chiefs from 10 other fire departments along the Kansas Turnpike were rallying in opposition to proposed guidelines from turnpike officials for handling emergencies involving hazardous materials on the road. McSwain said this morning that the fire chiefs believed the guidelines would put the KTA in charge of all hazardous material emergencies, which would override exhaustive county plans previously drawn up by local emergency planning committees. If KTA officials were to bypass an overall county plan, McSwain said, confusion could result during an emergency. “The KTA wants a different plan to be used on the turnpike. We don’t think that makes for a good response plan,” McSwain said.
