Lawrence school officials make adjustments to proposed boundary changes

The 11-member team tasked with recommending new attendance boundaries to balance enrollment in Lawrence schools revised some of its recommendations Wednesday evening in advance of an anticipated Dec. 8 school board vote.

The Boundary Advisory Committee met to stack up several alternatives against the original boundary adjustments they recommended to the school board in September, before the public provided feedback.

The changes proposed Wednesday address some of the concerns raised by parents during the feedback period, but some remain frustrated the committee did not change its position on the boundary for Deerfield and Sunset Hill elementary schools.

The committee reached a consensus on several topics Wednesday:

• The committee will continue to recommend that students living north of Sixth Street attend Sunset Hill instead of Deerfield. An alternative called for moving students between Kasold Drive, Monterey Way and the Hutton Farms subdivision north of Peterson Road to Sunset Hill instead. Committee members did not favor the alternative because it would mean some students would travel to Sunset Hill when Deerfield is much closer.

• The committee recommends that students living north of Harvard Road, south of East Sixth Street and east of Prescott Drive, extending to Monterey Way, attend West Middle after finishing at Quail Run Elementary.

• The committee recommends that students living between Clinton Parkway, Kasold Drive and Kansas University’s west campus attend Hillcrest Elementary and then South Middle School, in addition to two other boundary recommendations regarding Schwegler, which will go unchanged.

• The committee decided to back away from its recommendation that students living in the area between Kansas Highway 10, 31st Street, Kasold Drive and Iowa Street attend Southwest Middle School. Those students would continue attending Sunflower Elementary and South Middle School.

• The remaining recommendations the committee made in September remain unchanged.

The boundary committee has scheduled two meetings on Thursday to receive feedback. The Deerfield community can meet at the school’s library, 101 Lawrence Ave., at 5:30 p.m. Schwegler families can gather at that school’s library as well, 2201 Ousdahl Rd., at 6:30 p.m.

The committee originally proposed eight specific boundary alterations, impacting enrollment at 12 schools, to balance enrollment. All but one of the proposed new boundaries would take effect before the 2015-16 school year.

The district agreed to evaluate other options after parents from the Deerfield, Schwegler and Quail Run communities raised concerns about transportation, overcrowding and divided neighborhoods.

According to district data, Deerfield, Langston and Schwegler elementary schools, along with Southwest Middle, are near capacity.

Four members of the public attended Wednesday’s meeting. After adjournment, two of them repeated their frustration to board members after hearing they would not endorse a new boundary regarding Deerfield-Sunset Hill.

Rick Ingram, a member of both the boundary committee and school board, said he does not expect the Deerfield-Sunset Hill recommendation to be approved by the school board, despite the committee’s position. In past meetings, school board members and parents have noted their concern about students crossing busy Sixth Street to attend Sunset Hill.

Kyle Hayden, assistant superintendent of business and operations, who sits on the boundary committee, said he understood the frustrations families have, but believes the committee has conducted a “thorough analysis.”

“I think we have come up with the best recommendations possible,” he said.

The other recommendations from the committee, which have not changed since September are:

Elementary schools

• Langston Hughes: Students north of Sixth Street and east of Queens Road, extending to Folks Road, would attend Quail Run.

• Schwegler: Students north of Clinton Parkway and east of Kasold Drive, extending to Iowa Street, would attend Hillcrest Elementary.

Middle schools

• Pinckney: All students would attend Liberty Memorial Central Middle School, including those north of Sixth Street, extending to Interstate 70, and east of Iowa Street, extending to the Kansas River.

• Langston Hughes: All students would attend Southwest, including the area north of Sixth Street, and west of Queens Road, extending to the district boundary lines.

• Schwegler: All students would attend South Middle School, including those north of 31st Street, extending north to Clinton Parkway, and east of Kasold Drive.
