40 years ago: City opts to let theaters handle smoking ban

From the Lawrence Daily Journal-World for Sept. 27, 1973:

After receiving strong public feedback in favor of an anti-smoking ordinance for movie theaters, the Lawrence City Commission had decided to ask Commonwealth Lawrence Theatre Corp. to post signs and enforce its existing smoking ban. Commissioners had been considering a city-wide ordinance but had opted to have the theaters handle it, saying such an ordinance would be “narrow” and difficult to enforce. Additionally, Commonwealth manager Elden Harwood had informed Assistant City manager Dennis Kallsen that the firm already had a prohibition against smoking. In other action, commissioners had voted to approve a site plan for Peter Pan Ice Cream, 521 W. 23rd; to send a proposed 83-acre annexation southwest of Lawrence to the planning commission for review; and to hold a public hearing on requiring sidewalk repair along Mississippi, Indiana, and Oread streets.
