From the Lawrence Daily Journal-World for Sept. 7, 1973:

Local 45 of the National Federation of Federal Employees had filed a formal complaint with Supt. Wallace Galluzzi of Haskell Indian Junior College as the first step in bringing union members’ concerns before the Civil Rights Commission. The union, which had started similar action with the Department of Labor two weeks previously, was charging promotion discrimination. The grievance stated in part that some Haskell employees had “not received equal employment opportunity for career development and promotion to higher grade positions.” The union was charging Haskell with bypassing normal hiring and promotion procedures by not advertising permanent open jobs before making appointments, as required by the Bureau of Indian Affairs.
