Douglas County commissioners will meet behind closed doors Tuesday to discuss plans for bringing the county courthouse and other public buildings into compliance with the state’s new concealed carry law.

That law requires most local governments, except school districts, to allow people with valid permits to carry concealed weapons into their buildings, unless they have adequate security such as metal detectors and X-ray machines to ensure that nobody can bring a weapon inside.

The law took effect July 1, but both Douglas County and the city of Lawrence received extensions until Jan. 1, giving them time to develop a security plan. Once a plan is developed, they may apply for another four-year extension, which would give them until Jan. 1, 2018, to implement such a plan.

Commissioners will meet at 10 a.m. Tuesday and go into closed-door executive session to discuss the security measures. That is one of the exceptions allowed under the Kansas Open Meetings Act.

County Administrator Craig Weinaug said the plan that commissioners would review in executive session was developed by a team that included representatives from the Douglas County Sheriff’s Office and department heads of other county agencies, as well as an intern from Kansas University.

But Weinaug said the plan itself would not likely become a public document because it contained details about security systems and devices that officials do not want the public to know about.

He said the executive session was being held Tuesday, instead of the commission’s regular meeting day on Wednesday, because that’s the day of the week when the intern who has been working on the project is available.

Commissioners will conduct their regular business meeting at 4 p.m. Wednesday to hold two public hearings.

The first hearing will be to receive comment on a proposed contract to sell the county’s former ambulance building at 225 Maine St. to Lawrence Memorial Hospital for $325,000.

The second hearing will be to receive comment on a proposed temporary business use permit for Westar Energy to build storage buildings for material and equipment related to moving its utility lines along the new eastern leg of the South Lawrence Trafficway.

Commissioners will also consider the following items on the consent agenda:

• Purchase a used forklift for $16,500.

• A Home Rule resolution codifying the Douglas County Heritage Conservation Plan into the Douglas County Code.

• A notice to the Grant Township Board for a cereal malt beverage license for Flamingo Enterprises.

• Approval of a Notice to the Clinton Township Board for a cereal malt beverage license for the Clinton Store.

• Approval of a Class “B” club cereal malt beverage license for Little Reno Inc., doing business as Paradise Saloon.

• Approval of a Class “B” club cereal malt beverage license for Bird of Lawrence.

• Approval of a resolution making the Food Policy Council a joint city-county body.

• Approval of a contract with Dale Nimz to complete a historic, cultural and natural resources survey of Wakarusa Township.

• And approval to purchase a used Walker Tank Trailer for the Public Works Department.
