25 years ago: Developers expecing final permit for riverfront mall construction

From the Lawrence Daily Journal-World for Dec. 22, 1988:

  • The Chelsea Group, the East Coast-based developer behind the planned Lawrence riverfront development, was expecting to receive a U.S. Army Corps of Engineers permit that would get their project on track. The permit was the last of 10 state or federal permits that had been necessary for construction to begin on the factory outlet shopping center, to be located on the banks of the Kansas River.
  • The Lawrence City Commission this week accepted a gift of $10,000 from Frances Constant. Mrs. Constant had contributed more than $280,000 to the city since 1973, according to Fred DeVictor, director of the Lawrence Parks and Recreation Department. The contributions had all gone into improving the park memorializing her husband, the late J. L. “Tommy” Constant, a former Lawrence contractor and local benefactor.
