From the Lawrence Daily Journal-World for Nov. 27, 1972:

Kansas Atty. Gen. Vern Miller said today that he would assist the 1973 legislature in drafting a constitutional amendment to legalize bingo so that the people would have the right to vote on it. Miller told reporters that he predicted that the biggest issue would be whether the amendment should be designed only to legalize bingo or to remove entirely the state Constitution’s ban on lotteries. Bingo was technically classed as a lottery and an attempt by the 1971 legislature to legalize bingo without a constitutional amendment recently had been thrown out by the state Supreme Court. Miller pointed out that he did not plan to campaign for the legalization of bingo, adding “If they want to let [the people] vote on all lotteries, that’s fine. But I’m not going to assist in that.”
