From the Lawrence Daily Journal-World for Feb. 13, 1987:

• Phil Minkin, co-leader of Citizens for a Better Downtown, this morning presented the city clerk with a petition signed by about 4,430 people opposing the current location of the proposed downtown mall. Group members, who had been collecting signatures for the past nine days, hoped to force the city commission to place a mall referendum on the April 7 election ballot.
• Tribal dignitaries from several states had met with students and administrators at Haskell Indian Junior College to protest a federal proposal to charge tuition at the school. The tuition plan, which had been proposed by the Bureau of Indian Affairs, called for students to pay $850 a year to attend Haskell and the two other BIA-supported secondary schools. Opponents called the plan “ludicrous” and “outrageous” and said that it reneged on promises made to their ancestors.
