From the Lawrence Daily Journal-World for Oct. 4, 1986:

As many as 500 Lawrence motorists a year were involved in “legal entanglements” even when they had not been involved in accidents. Law enforcement officials said that many drivers were forgetting about the two-year-old state law requiring drivers to show proof of insurance when asked. “The vast majority end up showing us proof of insurance,” said city prosecutor Gerard Little. “People are just unaware that they are supposed to carry it.” The citations were dismissed for motorists who could obtain written proof of their insurance prior to their trial date, with court costs assessed at $10, Little said.
