From the Lawrence Daily Journal-World for Mar. 12, 1986:

• In Topeka, the Kansas Senate had passed a bill that would prohibit dangerous hazing by student and social organizations. The bill, designed to discourage the practice of putting new fraternity and sorority members through mentally or physically dangerous initiations, was sent to the House along with two other bills. One increased fees for driver’s licenses, and the other increased the penalties for child abuse.
• An old lumber yard building which had been on the northeast corner of 19th and Massachusetts streets had been razed recently to make room for a new Kwik Shop convenience store. The intersection was also undergoing a street-widening project to add a left-turn lane and new traffic signals.
• Several members of the Lawrence Chamber of Commerce were planning to celebrate Agriculture Day by launching 125 balloons from South Park. Gift certificates for $5 were to be in 10 of the balloons.
