25 years ago: City to lose regulatory power over natural gas utility

From the Lawrence Daily Journal-World for Dec. 20, 1986:

As of Jan. 1, 1987, the Lawrence City Commission was to lose its jurisdiction over the natural gas rates paid by city residents. Kansas Public Service, the local natural gas utility, was to come under the regulatory jurisdiction of the Kansas Corporation Commission, according to an announcement by KPS and KCC officials. The KCC already regulated most utilities in the state of Kansas. It was thought possible that the switch might also mean an eventual decrease in the 5 percent franchise fee currently paid to the city.
