• The election on Nov. 4 was expected to generate a higher-than-usual level of local interest, according to John Reinhart, public information director for the secretary of state’s office. Three controversial “sin” issues were to be on the ballot — “liquor by the drink,” pari-mutuel trackside betting at horse and dog races, and a statewide lottery. “The last time we had anything even remotely dealing with this many social issues was in 1867 when there were three amendments dealing with voting rights,” Reinhart said.
• Lawrence city commissioners had agreed to begin discussing proposed rules on smoking in city-owned buildings. Commissioner Ernest Angino said that he would like to see a regulation restricting smoking in public places throughout Lawrence, but he was beginning by urging restrictions on city-owned buildings.
