From the Lawrence Daily Journal-World for April 18, 1986:

Financing and investment firm E. F. Hutton & Co. had been cleared to purchase the Lawrence Holidome from its current owner. Lawrence city commissioners had approved a motion to allow E. F. Hutton to issue up to $10 million in bonds to refinance an outstanding industrial revenue bond debt. The Holidome had been constructed in 1982 with the aid of city-approved IRBs.

At an emotional five-hour meeting of city and county commissioners in the crowded courthouse meeting room, new estimates were revealed that would place construction of the 14.3-mile, four-lane Lawrence bypass project at $37.7 million. The meeting was mostly peaceful, with the occasional burst of applause or shouts from hecklers, as the route was described as connecting K-10 with U.S. Hwy. 40, County Road 438, and a new turnpike exchange west of the city.

In Libya, protesters were taking to the streets to show support for Col. Moammar Khadafy. Khadafy was demanding that President Reagan be tried as a war criminal and “murderer of children” for the U.S. bombing raid on Libya.
