Fort Leavenworth ? The new Army field manual is hitting the streets, giving guidance for missions where the military has to support civilian agencies.

The manual was developed by Fort Leavenworth’s Combined Arms Doctrine Directorate and expands on many topics covering other military functions.

Over its history, the Army has a tradition of supporting civilian activities, such as providing disaster relief, security at sporting events and various humanitarian functions. The Army is authorized to support domestic emergencies and disasters only when directed by the president.

The manual provides information for soldiers to know the difference between supporting those activities under civilian control and combat operations.
