Razing of empty home advised

City commissioners will consider ordering the demolition of a vacant home at 1313 Haskell Ave.

Background

City commissioners in March put the owner of the property, Greg Seibel, on notice that the multi-story home was unsafe and needed significant repair. Seibel was given a list of 15 items to address by mid-October or the house would be torn down. Staff members brought back a report in late September saying none of the major issues on the list had been addressed. Seibel within the last week has sought building permit to rebuild the porch of the home, one of the major issues on the list, but staff members are recommending the property be razed. Enforcement staff told commissioners in a memo that the case had taken more than 100 staff hours since they first began inspecting the property in 2006.

b. Comprehensive Plan Amendment (CPA-4-3-10) amending Chapter 7 – Industrial and Employment Related Land Uses to be consistent with the approved K-10 and Farmers’ Turnpike Plan to include the expanded Santa Fe Industrial Area and I-70 and K-10 industrial area identified in the sector plan.

De-annexation of approximately 2.4 acres, at 1820 N. Third St.

• Receive report from Loring Henderson, director of Lawrence Community Shelter, regarding quarterly reporting required by conditions of approval for special use permit.

• Receive the 2010 second- and third-quarter reports from Downtown Lawrence Inc.

• Receive city manager’s report.
