Topeka ? Gov. Mark Parkinson on Monday signed legislation giving regents universities more freedom from state regulations on purchasing.

House Bill 2433 essentially makes permanent a pilot program at Kansas University and Fort Hays State University that exempted them from most state purchasing laws. The universities said the pilot program allowed them to save $1.9 million over two years.

The measure also extends the exemption to the other regents institutions.
