25 years ago: Preliminary estimates made for bypass around south Lawrence

During a two-hour study session with public works director Frank Hempen, county commissioners discussed the preliminary estimates for a bypass around southern and western Lawrence. Early figures were at about $16 million. The preliminary map showed the road beginning a loop south of Lawrence at K-10 and County Road 442, then following the path of 31st Street from Haskell to Kasold. It would then follow Kasold north to Clinton Parkway, turn a mile west, then travel north on County Road 13, ending near County Road 438.

A special Kansas University task force offered recommendations that would ban the sale, possession, and consumption of cereal malt beverages in university-regulated housing. Since 1971, it had been legal for students 18 years and older to drink 3.2 beer in residence and scholarship halls, Jayhawker Towers and Stouffer Place. Stricter on-campus regulations would be easier to enforce than attempting to monitor only the underage drinkers, task force members said.
