A Douglas County Reward Fund was started by concerned Lawrence residents. The fund was to be used in assisting law enforcement people to solve major local crimes, such as the Kansas Union arson. The “secret witness” plan was to be used for information, with money to be paid by a special coupon arrangement to protect the informants’ identity.
