City commission agenda for April 13

Bottom line

City commissioners will elect from their ranks a commissioner to serve a one-year term as mayor. Mayor Rob Chestnut will give his State of the City address as he ends his one-year term as mayor, although he will remain on the commission.

Background

If tradition holds, Commissioner Mike Amyx will be tapped for the mayor’s spot. Amyx was the top vote-winner in the last general election, and currently serves as vice mayor. Commissioner Aron Cromwell was the second-highest vote winner in the last election. Tradition suggests that he will be elected vice-mayor and will be in line to become mayor in April 2011.

• Proclaim the week of April 11-17 as The Week of the Young Child.

Consent agenda

• Approve City Commission meeting minutes from March 2.

• Receive minutes from various boards and commissions.

• Approve all claims.

• Approve licenses as recommended by the city clerk’s office.

• Approve appointments as recommended by the mayor.

• Bid and purchase items:

a. Set bid date of April 27 for milling, overlay and pavement marking of 23rd Street, west of Haskell Avenue to east of Anderson Road.

b. Approve a change order, increasing a construction contract by $18,400, with RD Johnson Excavating Co. for the airport water main extension.

• Adopt these ordinances on first reading:

a. For a special-use permit for the city’s Pump Station 09 Wet Weather Storage Expansion, a minor utility, on approximately 8.18 acres, southeast of 27th Street and Crossgate Drive.

b. Allowing possession and consumption of alcohol at the Lawrence Public Library during the Lawrence Public Library Foundation fundraiser from 7 p.m. to midnight April 25.

• Adopt on final reading an ordinance rezoning about 8.26 acres southeast of West 27th Street and Crossgate Drive from Planned Unit Development to Open Space.

• Approve a site plan for sidewalk dining at restaurant 715, 715 Mass. Submitted by Sabatini Architects for River City Holdings LLC, property owner of record.

• Receive Downtown Lawrence Inc.’s fourth quarter 2009 and first quarter 2010 reports.

• Authorize the city manager to execute an agreement with Lawrence Aquahawks for use of the city pool in 2010.

• Authorize the mayor to sign a Release of Mortgage for Virginia Proctor, 3709 Sunnybrook Lane.

• Approve recommended changes to the Lawrence Public Transit system, as presented at the commission’s April 6 meeting.

• Approve as signs of community interest a request from the Lawrence Region Antique Automobile Club of America to place temporary directional signs in rights of way along 23rd Street and the area of the Douglas County 4-H Fairgrounds from April 30-May 1.

• Receive a request to establish a mobile food vendor license and refer to staff for a report.

• Receive city manager’s report.
