Wesleyan Church seeks property annexation, rezoning

Bottom line: City commissioners will consider several ordinances for the Lawrence Wesleyan Church development near 31st Street and Kasold Drive.

Background: Commissioners are asked to approve annexation of 34 acres of farm ground southeast of 31st and Kasold Drive and to rezone the property from agricultural to a mix of multi-family and open space zoning. The church is seeking this to accommodate plans for a new church and possible duplex development. Church leaders have said they’re seeking to build a larger church to replace their building at 3705 Clinton Parkway, which formerly housed district offices for public schools.

• Proclaim Friday as the Salvation Army Christmas Kettle Kick-Off Day.

Consent agenda

• Receive minutes from various boards and commissions.

• Approve all claims.

• Approve licenses as recommended by the Department of Administrative Services.

• Approve appointments as recommended by the mayor.

• Bid and purchase items: Approve purchase of 2010 water treatment chemicals at unit prices as recommended by the Utilities Department.

• Adopt these ordinances on first reading:

a. Ordinance No. 8471, for annexation (A-8-3-09) of about 37.05 acres and adjacent right-of-way for Wesleyan Church Development, southeast of 31st Street and Kasold Drive, and authorize the mayor to sign annexation agreement. At its Oct. 26 meeting, the planning commission, on a 9-0 vote, recommended approval.

b. Ordinance No. 8472, for the rezoning (Z-8-14-09) of about 32.69 acres, southeast of 31st Street and Kasold Drive, from A (Agricultural) to RM12 (Multi-Dwelling Residential). At its Oct. 26 meeting, the planning commission, on a 9-0 vote, recommended approval.

c) Ordinance No. 8473, for the rezoning (Z-8-15-09) of about 4.36 acres, southeast of 31st Street and Kasold Drive, from A (Agricultural) and V-C (Valley Channel) to OS (Open Space). At its Oct. 26 meeting, the planning commission, on a 9-0 vote, recommended approval.

• Authorize the mayor to sign and execute Supplemental Agreement No. 2 with KDOT for the 23rd Street consolidation of access points.

• Approve the 2010 City Commission meeting schedule.

• Authorize the city manager to execute an agreement with Olsson and Associates for $57,124.00 to provide engineering design services for the Sixth Street ITS project.

• Receive city manager’s report.
