Members of the Kansas Board of Regents will be watching the state’s budget performance over the summer before planning a budget for fiscal year 2011.

Duane Goossen, state budget director, told regents that, unlike previous budget years, if revenue and expense projections hold, the state will be left with nothing in its general fund reserve by the end of the upcoming budget year.

“If anything happens to our revenue during this fiscal year, we have no choice but to put some correction in place,” Goossen told regents.

With that in mind, the state will not provide additional direction on 2011 budget strategies until officials can see how the first months of revenue projections match reality.

Higher education has already taken a nearly 10 percent cut in its state funds from this time last year. The Board of Regents is set to discuss tuition proposals from different universities today.

Regents had earlier promised a tuition freeze for Kansas residents if no additional state budget cuts were made, but the latest bill sitting on the governor’s desk calls for additional higher education cuts.

Donna Shank, regents chairwoman, said nothing is guaranteed at this point on the tuition proposals.

The proposals will be made for the first time today before regents set the final numbers in June.
