Michigan Democratic Rep. Bart Stupak is critical of a Homeland Security Department finding that animal disease research can be done safely on the U.S. mainland.

A Government Accountability Office report found several flaws in a DHS study on the risks of moving the research from Plum Island, N.Y., to Kansas.

The Homeland Security Department selected Manhattan, Kan., for a more than $500 million lab for the research. The department is defending the decision.
