Here are summaries of some of the Kansas Energy Council policy recommendations:

¢ Encourage federal funding of research and development of technologies that can increase power production while reducing CO2 emissions.

¢ Encourage the Kansas Bioscience Authority to allocate funds for research and development of biomass-fueled electric generation.

¢ Endorse collaborative development of advanced generation technologies that can provide electricity while reducing greenhouse gas emissions.

¢ Endorse policies that reduce greenhouse gas emissions instead of policies that merely shift emissions within regions.

¢ Encourage utility investments in energy conservation, efficiency and carbon-capture technologies.

¢ If a cap-and-trade policy or carbon tax is passed, it should be done at the federal level.

¢ Reduce the 10 mph exemption to 5 mph.

¢ Establish energy efficiency standards for state-funded construction.

¢ Encourage state agencies to develop guidelines for telecommuting.

¢ Urge Kansas congressional delegation to include agricultural sequestration as an offset in any federal cap-and-trade policy.

¢ Increase efforts to educate landowners about reducing CO2 emissions associated with no-till agriculture.

¢ Kansas should adopt a goal of increasing energy efficiency such that the rate of growth in electricity peak demand and total energy is 50 percent less than it would have been without the efficiency initiative.
