Defending his order to cut state spending by at least 4 percent, Gov. John Carlin said in a talk here that affected agencies, including Kansas University, would have to live with the cuts for the remainder of the fiscal year. Carlin said there was evidence the state would have a $47 million funding shortfall for the year.
