Councilman’s petition puts charter ordinance on ballot

? Voters, already heading to polls on Nov. 6 to decide a school bond issue, will have another decision to make.

In response to a protest petition circulated by Eudora City Councilman Bill Whitten and other residents, the city council decided last week to put a proposed charter ordinance before voters.

The charter ordinance up for consideration would allow the mayor to appoint city department heads to two-year terms and would change the date for appointments from July to May. Currently, the mayor, with the consent of the council, appoints department heads for one year. The council, which approved the ordinance in August, still would be required to approve appointments.

The question will join a $45 million school bond referendum offered by the Eudora school district on the ballot.

Whitten said he thinks two-year appointments would open the city to liability.

“I think you have some legal issues that might cost the city quite a bit really if someone was let go one year after their two-year appointment,” Whitten said.

Eudora City Administrator Cheryl Beatty said appointed employees still could be fired at any time if their performance suffers.
