Gov. John Carlin, reacting to news that the state’s financial reserves could be depleted by Jan. 1, announced an allotment system of new budget cuts. The system, which apparently would affect public schools most heavily, apparently would not hit Kansas Board of Regents schools KU had been considering new cutbacks in case they became necessary.
