Bottom line

Lawrence Community Shelter, 214 W. 10th St., is asking for a temporary extension of the city permit it must have to operate.

Background

The shelter’s permit is not scheduled to expire until March 7, but there is not sufficient time for the Lawrence-Douglas County Planning Commission to have a public hearing on extending the permit for an additional year prior to the expiration date. The February Planning Commission meeting is reserved for consent agenda items only because staff members will be participating in a weeklong planning workshop in early February. Planning staff members are recommending the shelter’s permit be extended to April 17 to give sufficient time for the Planning Commission and City Commission to consider the shelter’s request for a one-year extension.

Study session

At 5 p.m., the City Commission will participate in a study session with Lawrence Chamber of Commerce and Douglas County Commission regarding economic development. After a short break, City Commission will resume in the Commission Room at approximately 6:35 p.m.

Consent agenda

¢ Approve City Commission meeting minutes from Jan. 2.

¢ Receive minutes from various boards and commissions.

¢ Bid and purchase items:

a.) Authorize purchase of required easements for the Yankee Tank Sanitary Sewer improvement project from Alvamar Inc. in the amount of $11,700 and North Tank LC in the amount of $15,000.

b.) Authorize the purchase of 31,900 pounds of Aquamag K-5 corrosion inhibitor for the Kaw River Treatment Plant, to Waterwise Enterprises for $18,049 ($0.5658 per pound).

c.) Authorize the purchase of 90,000 pounds of Nalcolyte 8186 polymer for the Clinton Water Treatment Plant to Nalco Chemical Co. for $51,300 ($0.57 per pound).

¢ Adopt the following ordinances on first reading:

a.) Ordinance No. 8046, amending the public offense of illegal camping to include camping on public property within the CD zoning district, formerly the C-3 zoning district.

b.) Ordinance No. 8060 establishing the office of the city auditor including responsibilities and duties of the office.

c.) Ordinance No. 8072, establishing 30-minute parking on the north side of Ninth Street adjacent to 616 and 620 W. Ninth St. and 846 Ind.

¢ Adopt the following ordinance on second and final reading:

a.) Ordinance No. 8070, a joint ordinance/resolution of the city of Lawrence and the Douglas County Commission amending the Comprehensive Land Use Plan “Horizon 2020” pursuant to K.S.A. 12-747, by adopting text amendments revising Chapter 4-Growth Management contained in Horizon 2020.

b.) Ordinance No. 807, a joint ordinance/resolution of the city of Lawrence and the Douglas County Commission amending the Comprehensive Land Use Plan “Horizon 2020” pursuant to K.S.A. 12-747, by adopting text amendments revising Chapter 5-Residential Land Use contained in Horizon 2020.

¢ Approve request to initiate rezoning of the following properties from:

a.) IG (General Industrial) District to RS7 (Single-Dwelling Residential) District, 759 Maple St.;

b.) IG (General Industrial) District to RS7 (Single-Dwelling Residential) District, 769 Maple St.;

c.) IG (General Industrial) District to RS7 (Single-Dwelling Residential) District, 775 Maple St.;

d.) IG (General Industrial) District to RS7 (Single-Dwelling Residential) District, 785 Maple St.

¢ Approve request by Pear Tree Cottages LLC, located at 3000 Havrone Way, for a variance from 19-214 of the code, which requires each dwelling unit to be provided sanitary sewer service by an individual sanitary sewer service line.

¢ Authorize the mayor to consent to the settlement of agreements between the Kansas Department of Transportation and Westgate, Domino and Northland L.C.s.

¢ Receive quarterly report from Lawrence Freenet.

¢ Approve 2007 Downtown Fire Sprinkler Incentive Program.

¢ Authorize the mayor to sign releases of mortgage for Maria Butler, 2137 Naismith Drive.

¢ Receive city manager’s report.

Regular agenda

¢ Receive presentation from Lavern Squier, president and chief executive officer of the Lawrence Chamber of Commerce, regarding the chamber’s future vision for the community.

¢ Receive request for extension of the use permitted upon review for Lawrence Community Shelter. The current UPR expires March 7.

¢ Consider approving SUP-10-04-06 for Krause Dining, 917 Del.

¢ Consider adoption of Resolution No. 6697, establishing goals for coordination of certain long-range planning efforts in the city’s growth areas.
