Kansas University’s Marvin Hall was the latest building that had to be evacuated because of a bomb threat. Some attributed the problem to unrest over the Vietnam War but others said “it’s just the work of malcontents intent on creating problems for no good reason.”

Gov. Robert Docking called on the Kansas Legislature for a period of belt-tightening and reappraisal to help the state live within its means. He asked for an income tax reduction, revision of the state constitution and a number of streamlining moves for state operations.
