Governor vetoes bill altering judiciary powers

? Gov. Kathleen Sebelius on Monday vetoed a bill that would have reduced the administrative authority of Kansas Supreme Court Chief Justice Kay McFarland.

Sebelius said she had received a “wide array of views about this bill” and was convinced there was no consensus on the state Supreme Court for the proposed change.

“Changes should reflect the judiciary’s view that their own rules no longer serve the court well,” she said.

Supporters of the bill said it was needed to modernize administration of the state’s highest appeals court and to improve communication between the court and Legislature.

But opponents of the measure said the Legislature was overstepping its authority in telling the court how to run its business.

The legislation, House Bill 2880, would have required that a majority on the seven-member court appoint a judicial administrator and make a budget recommendation.
