School finance debates continue

TOPEKA — The Kansas House today battled on several fronts on school finance.

In a dramatic reversal, the House rejected a school finance plan that would have increased school funding by $28 million in state funds and could have resulted in local property tax increases statewide. A day earlier, the House had advanced the proposal on a 63-62 vote.

But then hours after rejecting it, the House voted 69-55 for the $28 million increase minus the optional local tax increases for most districts.

A provision remains in the bill that allows a new cost-of-living adjustment, in which 16 property wealthy school districts, including Lawrence, would be able to increase local property taxes to make up for high costs in those districts. A final vote was expected on that Thursday.

House members also rejected 77-48 an amendment by state Rep. Bill Kassebaum, R-Burdick, that would have increased taxes by $155 million for schools. The proposal would have increased the state sales tax by two-tenths of one cent and the state income tax by 4.5 percent

Several more school finance plans were expected to be debated throughout the evening.
