Highlights of Friday’s activities at the Kansas Legislature:

• Senate Republicans unveiled a plan to increase school funding by $65 million, partly with higher liquor taxes, as a House panel endorsed a $92 million proposal.
• A Senate committee narrowed a key provision in an open records bill before endorsing the measure, drawing strong criticism from the Kansas Press Association.
• A $10.2 billion state budget advanced out of a Senate committee after members modified Gov. Kathleen Sebelius’ proposal for programs serving young children.

Also:

• A bill imposing minimum health and safety standards for abortion clinics won House approval, but another measure sought by anti-abortion activists failed.
• A Senate panel’s chairman postponed a debate on a proposed constitutional amendment banning gay marriage because his meeting room was too small to accommodate the crowd wanting to watch.
• Senate Majority Leader Lana Oleen said she would offer her own proposal to expand gambling.
