The Lawrence City Commission will discuss possible future uses for the historic Carnegie Library at Ninth and Vermont streets.

Commissioners have indicated their top choice is a center focusing on the life of author Langston Hughes, who lived in Lawrence as a child. A homeless shelter was the lowest-ranked option among their choices.

  • Ordinance No. 7723, establishing a Bus Loading Zone, 8 a.m. to 4 p.m. school days, on 10th Street, north side, for a distance of 110 feet east of New York Street.

Adopt on second and final reading the following ordinances:

  • Ordinance No. 7714, rezoning four acres to change uses allowed under the planned commercial development zoning for property at 3235 Ousdahl Road.
  • Ordinance No. 7710, annexing 9.796 acres of land on the south side of K-10 Highway and west of O’Connell Road (Farmland Northwest Addition).
  • Ordinance No. 7715, establishing assessments for sanitary sewer and pump station improvements for Westwood Hills-Baldwin Creek No. 2.
  • Ordinance No. 7716, establishing assessments for the improvement of Wakarusa Drive (Overland Drive to Eisenhower Drive).
  • Ordinance No. 7717, establishing assessments for the improvement of Wakarusa Drive (Eisenhower Drive to Queens Road).

  • Accept dedication of easements and right-of-way for a final plat for Monterey Bluffs. This proposed 167-lot single-family residential subdivision contains approximately 55.94 acres and is north of Peterson Road and west of Monterey Way (extended). Submitted by Landplan Engineering P.A. for Russell Tuckel, property owner of record, and Monterey L.C., contract purchaser.
  • Refer request from Alan Jay Glenn to donate a piece of sculpture titled “Inside Out” to the Lawrence Arts Commission for a recommendation. Mr. Glenn’s artwork was in last year’s downtown sculpture exhibition, and the city’s donated art policy provides for an Arts Commission review and recommendation before considering the donation.
  • Authorize the mayor to sign a subordination agreement for Allisa Long, 714 N. Michigan Circle, and John and Laurie Dale Marshall, 2131 Carolina St.

  • Receive staff report and presentation concerning Web-based City Commission meeting agenda and supporting materials.
  • Receive report from Steve Lashley, assistant city engineer, regarding pavement management.
  • Receive and discuss results of City Commission review of Carnegie Library Proposals. Discuss next steps for further review and refinement of related proposals.
