State summit proposed

? The former chief House budget writer said Tuesday that Kansas’ fiscal problems were so huge that an unprecedented attempt to reform and revitalize the state was needed.

“I’m talking about remaking all of Kansas government,” said state Rep. Kenny Wilk, R-Lansing.

Wilk said he wanted to bring together in a summit meeting officials from every form of government across the state, including school, city, county, state and federal officials.

“Let’s try to get all of them together in an unprecedented setting to discuss where we might want to be in 10 to 15 years,” Wilk said. “We all have to be on the same page.”

Then, he said, he would want legislators and appointees of Gov. Kathleen Sebelius to “blow up the interim process” during the off-session and produce recommendations on “every form of consolidation there is” to be considered by the 2004 Legislature.

He said groups could look at school finance and district consolidation, finding functions that the federal government could do instead of the state, or vice versa. He said groups could study the tax structure, public pension system and health care.

Wilk said he had drafted a resolution to start this process that could be considered by lawmakers within the next few days.

Wilk, a five-term legislator, was chairman of the House Appropriations Committee until this year when he ran an unsuccessful campaign to become speaker of the House. He is now chairman of the House Economic Development Committee.
