Mayor will reappoint after inadvertent resignations

? Mayor Kay Barnes said she would reappoint city board members who inadvertently resigned June 1 when they failed to file financial disclosure reports, so long as they now turn in that required paperwork.

Barnes told City Council members Thursday her “hunch” was that most of the affected board members would take her up on the offer.

City Clerk Linda Becker has proposed new measures to emphasize the disclosures, which document the board and commission members’ property and sources of income. City ordinances require the disclosures be filed by June 1. Members of some boards automatically resign if the disclosures are not filed on time.

Becker said that 121 board members did not turn in the disclosures. Last week, Becker said 74 members had automatically resigned.

“We really need to educate everyone, including the city staff members associated with the boards,” Becker said.

Becker said a new database was being developed to track the disclosures.

“I think with these things in place, that will prevent this from happening again,” Councilman John Fairfield said.

City Atty. Galen Beaufort said no official actions were affected by the resignations, although some boards have been asked to delay meetings until members are reappointed.

Councilman Jim Glover said members’ failure to file disclosures was not a good reason to weaken the ordinance.

“What happened this year is not the fault of the ordinance,” Glover said. “It’s the fault of the process of following that ordinance.”
