Senate postpones debate on budget

House bill, which includes all Sebelius' proposals, to be discussed today

? Senate debate on a budget-balancing bill was postponed Wednesday after Democrats called the measure incomplete and some Republicans complained about “a rush job.”

Debate is now set for Tuesday on the Senate bill, which would prevent a deficit — prohibited by the state constitution — when the budget year ends June 30.

As endorsed by a Senate committee, the bill withholds $95 million from highway projects and $48 million from cities and counties, and it diverts $35 million from certain specified purposes to education, social services and other programs.

But the Senate’s minority Democrats complained that it lacked some provisions proposed by Gov. Kathleen Sebelius.

Some Republicans, meanwhile, wanted more time to review the bill, which won committee endorsement just a day earlier.

“It was kind of a rush job,” said Sen. Tim Huelskamp, R-Fowler.

All of Sebelius’ recommendations are included in a budget-balancing House bill awaiting debate in that chamber today.

The House measure ratifies $118 million in budget cuts made last year by then-Gov. Bill Graves and endorsed by Sebelius. The Senate bill is silent on those cuts.

Under the Senate version, the state would still face a possible $35 million deficit at the end of the current fiscal year, Senate Minority Leader Anthony Hensley said.

“We’d just like to see it more closely aligned with what the governor wants,” said Hensley, D-Topeka.
