Jim Phillips, an Orlando, Fla., man whose daughter was killed by a fleeing suspect during a 2001 police chase in Florida, monitors news reports of police chases and runs a Web site called www.pursuitwatch.org.

On Wednesday, he told the Journal-World he thought police departments should only chase people they suspect of violent felonies, not misdemeanors, property crimes or traffic offenses. He said police departments in St. Louis County, Mo., and Peach Tree, Ga., had policies to that effect.

“What we need is a standard,” Phillips said.
