The Lawrence City Commission will receive the Heritage Area Committee report.

Background

The 17-member committee, led by Deanell Tacha of Lawrence, chief judge of the U.S. 10th Circuit Court of Appeals, started work in January to examine the feasibility of creating a federally designated national heritage area in and around Lawrence. The report recommends the area focus on the city’s “Bleeding Kansas” history and on the evolution of Haskell Indian Nations University.

Consider accepting dedication of easement and rights-of-way of the final plat of Crescent Addition. This proposed two-lot subdivision contains approximately 1.81 acres. The property is generally described as being located at 1612 W. 15th St. and 1605 Crescent Road. Submitted by Landplan Engineering P.A., for Pi Beta Phi Educational Foundation Inc., property owner of record and contract purchaser, and Martha B. Barr, Trustee, property owner of record.

Conduct public hearing on special assessments for the following public improvements: traffic signal and related improvements at Clinton Parkway, Hartford/Hawthorne; and George Williams Way, south of West 15th Street.

Conduct public hearing on a funding resolution for $1.2 million in airport improvements. This hearing is required by federal law.

Conduct bond and note sale. Review and approve lowest responsible bids.

Declare an emergency and adopt Ordinance No. 7575 on first and second reading authorizing the sale of $920,000 in general obligation bond authority; adopt Resolution No. 6419, authorizing the sale of $11,290,000 in general obligation temporary notes SERIES 2002-II; adopt Resolution No. 6420, authorizing the sale of $795,000 in general obligation temporary notes SERIES 2002-III; and adopt Resolution No. 6421, relating to the general obligation bond sale, if appropriate.

Conduct public hearings on the following proposed vacations: a) right-of-way on Missouri Street, approximately 275 feet north of Fourth Street; b) drainage easement across lot five, block two of East Hills Business Park.
