The Lawrence City Commission will consider action on proposed floodplain development regulations.

Background

The commission will have two sets of regulations to choose from. Both sets of proposed floodplain regulations would require builders to do a hydrological study showing their development wouldn’t expand the floodplain. But the version recommended by the Lawrence-Douglas County Planning Commission would cover a smaller area.

Adopt the following ordinances on second and final reading:

Establishing no parking along the east side of Barker Avenue, between 20th and 21st streets.

Adopt Resolution No. 6437, providing for the redemption of the 1993 bond issuance for Brandon Woods and authorizing the transfer of title from the city to Brandon Woods.

Adopt findings of fact; approve rezoning requests; and authorize drafting of ordinance for placement on future agenda:

A request to rezone a tract of land approximately 0.15 acres, from single-family residential district to residence-office district. The property is described as being located at 1246 Haskell Ave. Submitted by Gregory M. Polk, for Gregory M. Michael and JoAnne Polk, property owners of record.

A request to rezone lots 7-18, block 3, pinnacle addition from duplex residential and multiple family residence to single-family residential district. The property is generally described as being located on Sturbridge Court. The request was initiated by the city commission at the request of property owners on Sturbridge Court.

A request to rezone a tract of land approximately 1.266 acres from suburban home to planned residential district. The property is generally described as being located north of Clinton Parkway and west of Lake Alvamar. Submitted by Peridian Group Inc. for Alvamar & Yankee Tank Investors, property owners of record.

Approve, with conditions, a revised preliminary development plan of The Ridge at Alvamar, a proposed residential development, to be located north of Clinton Parkway and west of Lake Alvamar. The plan proposes 44 single-family houses and 29 townhouses (58 units) on 24.65 acres. Submitted by Peridian Group Inc. for Alvamar & Yankee Tank Investors, property owners of record.

Receive staff report regarding the status of UPR-12-9-92: Children’s Learning Center, 205 N. Mich.; defer to Nov. 5 city commission meeting.

Consider proposed text amendment to Chapter 20, Articles 6 and 12 regarding group living facilities parking requirements.

Approve agreement with KDOT for Capital Assistance Funds for State Transportation Projects for Lawrence Transit System (public hearing conducted Oct. 1).

Approve amendment to Inter-local Cooperation Agreement with Douglas County to allow one Douglas County Township or Fire District Fire Chief to serve on the Emergency Communications Center Advisory Committee.

Approve recommendation from the Mechanical Code Board of Appeals concerning an amendment to Section 303.1.3 of the Mechanical Code regarding the elevation of ignition source; authorize staff to prepare ordinance.

Authorize the mayor to sign the following Subordination Agreements: a) Chester Schmitendorf, 2014 Hillview Road; b) Rick and Alice Anderson, 1602 E. 18th St.

City manager’s report:

Receive report from Stormwater Engineer, Chad Voigt, on current stormwater projects. Authorize the city manager to enter into agreements.

Approve additional engineering services agreement with Terra Technologies and George Butler Associates in the amount of $42,830 for the 13th and Oregon streets storm sewer improvements.

Approve engineering services agreement with Delich, Roth & Goodwill PA Consulting Engineers for design services for the Belle Haven, 27th Street to Saratoga Place, storm sewer improvements in the amount of $27,534.
