Possible interim use of Carnegie building to be discussed

Commissioners will receive report from Commissioner David Dunfield concerning possible interim use of Carnegie Library building located at Ninth and Vermont streets.

Background

Members of the Lawrence Coalition for Homeless Concerns have asked that the Carnegie building be used as a temporary shelter this winter for homeless people who drink – and are thus not allowed to enter the Salvation Army Shelter. The report has not yet been released to the public.

  • Approve the purchase of dual antenna moving radar, in-car video equipment, and hand-held laser radar units for the Police Department from Kustom Signals Inc. for $64,550.
  • Approve purchase of self-contained breathing apparatus equipment for the Fire/Medical Department to Orr Safety for $16,304.40 and Reis Environmental for $23,115.57.
  • Approve the sale of surplus Cram-A-Lot Vertical Baler to Paperstock Dealers, Topeka, in the amount of $2,000.
  • Approve change order totaling $49,017 bringing the adjusted contract amount to $38,040,106 for the wastewater treatment plant facility improvements. Work includes installation of a new handrail in the influent pumping station to meet code requirements, field relocation of perimeter fencing to avoid conflicts with utilities and adding roof drains that were omitted from the original design as well as other miscellaneous changes. The change order also changes the contract time to reflect weather delays and adds an additional 28 calendar days making the final completion date Sept. 6, 2003.

¢ Approve change order for Well No. 6 Rehabilitation totaling $16,982 for the additional work to be performed that includes relining of the well casing and rehabilitation of the well pump.

  • Authorize purchase from Burlington Northern Santa Fe Railway Company for $30,000 for pipeline railroad agreement (lime residuals project).

Adopt the following ordinances on first reading:

  • Rezoning 3.0 acres from agricultural district to duplex residential district, located 170 feet north of Riverridge Road fronting Iowa Street to be effective on and after Jan. 1.
  • Removing the bus loading zone on Elm Street adjacent to Woodlawn School and establishing a bus loading zone, 7 a.m. to 4 p.m. school days, along the east side of Fifth Street from Elm Street south 190 feet.
  • Establishing a 40 mph speed limit on Queens Road from Sixth Street north to the city limits.
  • Establishing no parking along the north and east sides of Stoneback Drive.
  • Removing the handicapped parking zone at 634 R.I.

Adopt the following ordinance on second and final reading:

  • Annexing 2.7 acres north of Riverridge Road and east of North Iowa Street, to be effective on and after Jan. 1.
  • Text amendment regarding the addition of physical fitness facilities to the private recreation description.
  • Amending the Uniform Mechanical Code regarding mechanical fireplace masters and mechanical fireplace contractors.
  • Concerning Notice to Appear issuance authority for Fire/Medical Department personnel.
  • Receive letter from the Crossgate Court Homeowners’ Assn. concerning possible repairs to Crossgate Drive and retaining wall; refer to staff for report.
  • Approve final plat for College Motel Addition, a replat of the east half of Block 50, West Lawrence. This proposed three-lot commercial and residential addition contains approximately 2.462 acres. The property is located at 1703 W. Sixth St. Submitted by Landplan Engineering, PA, for Harold Shepard, property owner of record.

Approve the following Use Permitted Upon Review requests:

  • Reconfiguration of interior space to Elmwood House; 1424 Elmwood.
  • Reconfiguration of interior space to Ponderosa House, 1205 E. 26th St.
  • Reconfiguration of interior space to Monterey House, 1121 Monterey Way
  • Receive and acknowledge donation of Track C, Ironwood North subdivision, as city green space from Greentree L.C.
  • Authorize the mayor to sign a subordination agreement for Daniel and Maura Hellyer, 1535 R.I.
