House rejects telemarketing ‘no-call’ compromise

? House members weren’t ready to provide the relief from telemarketing calls their constituents had sought, sending a compromise bill back to House and Senate negotiators Friday.

The chamber voted 73-43 to return the bill to the negotiators, who met Friday night. The measure was a compromise that reconciles differences in versions approved by the House and Senate. Approval in both chambers would send the bill to Gov. Bill Graves.

Supporters said the agreement would have provided Kansans a way to avoid telemarketing calls by placing themselves on a list that companies would have been required to purchase.

However, House members disagreed with the stricter definition of an existing business relationship pushed by the Senate.

The negotiators rewrote a section that allows calls to consumers with whom companies have an existing “business relationship” and defined that term more clearly.

Under the compromise, such a relationship would exist only if a consumer had filled out an application or made a purchase from a given company.
