Bethlehem, West Bank ? Israel and the Palestinians moved closer to resolving the standoff at the Church of the Nativity, and there was word early today that the Palestinians had agreed to an Israeli demand to exile 13 militants.

While Palestinian negotiators had accepted the plan, each of the 13 must agree to the deal. Two Palestinian officials were talking to those gunmen inside.

Israel had no immediate comment on the agreement.
