District approves student fee increases

Supt. Randy Weseman said Monday that families with children in Lawrence public schools need to prepare for “sticker shock” during student enrollment in August.

He said that would be the result of Monday’s final approval by the school board of a $900,000 package of student fee increases. They affect textbook rentals, field trips, instructional materials, bus transportation, technology, pep band, athletics, forensics and other areas.

For most families in the 10,000-student district, Weseman said, fee increases would amount to hundreds of dollars annually.

“I think for the most part people probably have not sat down and added it up,” he said. “When they do, there will be some concern. There will be sticker shock.”

The school board gave final approval Monday to a list of all fees to be levied in the district during 2002-2003. It was six pages long.

To balance the district’s budget, the board decided to expand old fees and create new ones. The board also cut programs and ordered layoffs to generate money for a 5 percent raise in staff salaries and benefits.

None of the five board members at the meeting expressed interest in scaling back any of the fees.

“I don’t think there are any surprises,” board member Leni Salkind said.

Board President Sue Morgan said the outlined fee schedule would help district staff respond to public inquiries.

“It’s a perfect cheat sheet to answer questions,” she said.

Schools will include details of fee adjustments in the enrollment packets mailed to parents this summer.

One fast-approaching deadline is registration for the district’s new pay-to-ride bus program. The application deadline is July 15.

Weseman said the alternative to raising fees would have been elimination of cherished district programs. For example, the district would have had to eliminate all sophomore sports if it hadn’t included a pay-to-play sports system. Students will pay $50 for each sport they participate in during 2002-2003.

“I talk to a lot of parents,” Weseman said. “Their preference was that we come up with some fee structure to keep that activity going.”

In other business, the board:

 decided to renew an insurance policy for Lawrence school buildings, contents and vehicles with St. Paul Insurance Co. The rate goes up 24 percent to $251,816.

 agreed to a $40,000 study of classified employee jobs and salaries. The contract goes to Educational Management Solutions of Murphys, Calif., which should finish in December.
