Teams finish first phase of review

Groups may resume work in public after Sebelius' inauguration

? Five teams Gov.-elect Kathleen Sebelius appointed to review state government finished the first phase of their work Thursday, which one team leader described as an information-gathering effort.

Sebelius formed the teams a month ago to fulfill her often-repeated campaign promise to conduct a top-to-bottom review of state agencies to find efficiencies and savings. Together, the five teams had 18 meetings.

The governor-elect appointed a sixth team to review education but said it was not expected to begin meeting until January. Sebelius is to be inaugurated Jan. 13.

Little information has emerged from team meetings so far, because their meetings have been closed to the public.

Sebelius and her staff have said she always planned to have the first round of meetings end after a month and to resume their work with public meetings after she is inaugurated. However, she did not outline such a schedule when she announced their formation.

The last scheduled meeting so far was for a team studying economic development agencies and the departments of Transportation and Human Resources, led by Lt. Gov.-elect John Moore. It met for more than three hours in a closed session at the Kansas State Historical Society’s offices.

“We’ve been gathering ideas and thoughts,” Moore said after the meeting. “Now what we need is to take all those, as a team leader, and evaluate what value can be gained from those.”

Moore declined to be more specific about his team’s discussions.

The governor-elect also appointed teams to review human services, public safety agencies, agriculture and natural resources programs, and general government agencies.

She formed a telephone hot line to take suggestions from Kansans, and her team is collecting e-mails and letters as well.
